BETIS Investment & Financing DUBAI presents itself as a support and advisory organisation for governments and sponsors of programmes of national interest. Its mission is to prepare, structure and coordinate project delivery conditions with strategic partner CSS-CORP.

The operational framework places the valuation of a country's own resources at the heart of the approach: mining assets, natural resources, land and other eligible elements, documented and reviewed for the transaction concerned.

Supporting infrastructure, local processing and wealth creation for the benefit of communities.

From asset value
to the capacity to act.

BETIS presents Investment Project Financing as a framework to support strategic government projects and programmes of national interest, based on the valuation of documented assets.

Programme
01 · THE ECONOMIC BASIS

Identify and value

Natural resources, land, GDP and other eligible assets or economic aggregates are used to assess the financial capacity that may be mobilised. Eligibility depends on the transaction and banking review.

02 · THE BANKING SUPPORT

Structure the guarantee

Part of the assessed capacity serves as the reference for the selected support: LC, BCL-RWA, blocked funds or another instrument accepted in advance.

03 · IMPLEMENTATION

Organise disbursements

Funds are mobilised progressively under the contract, investment plan and banking conditions. An asset valuation does not, in itself, constitute secured financing.

The applicant's journey

A simplified procedure
in ten steps.

PrepareStructureImplement
01Preliminary information letter

BETIS presents the mechanism, prerequisites and key stages under the authority of its General Manager.

02Application review and favourable opinion

Analysis and adjustment of technical, financial and economic studies to assess the programme’s structuring and its economic, social and community impact, followed by confirmation of the favourable opinion.

03Application submission

The General Manager submits the detailed description, final amount requested, proposed guarantee arrangement and favourable opinion form.

04Budget validation

CSS-CORP reviews programme eligibility and confirms the proposed financing budget following its analysis.

05Bank confirmation and compliance attestation

After the applicant issues or arranges the guarantee through its local bank, the TOP 50 correspondent bank confirms the financial instrument, the blocking of funds or the availability of funds, depending on the selected support. It then sends a compliance attestation to CSS-CORP’s TOP 50 bank, which confirms receipt. This phase precedes the finalisation and signing of the financing agreement. Exchanges between the correspondent bank and CSS-CORP’s bank follow a bank to bank procedure.

06Contract finalisation

The draft financing agreement is reviewed, amended if necessary and finalised by mutual agreement, covering commitments, guarantees and implementation arrangements.

07Contract signing

The duly authorised representatives of the parties sign the final financing agreement.

08Bank transfer of the counter-guarantee

After the financing agreement is signed, the TOP 50 correspondent bank transfers the guarantee funds to CSS-CORP’s TOP 50 bank as the counter-guarantee for the project’s financing, in accordance with the contractual terms. Exchanges between the correspondent bank and CSS-CORP’s bank follow a bank to bank procedure.

09Technical meetings

Once the agreed support or guarantee funds are effectively in place, technical meetings prepare the programme’s launch and delivery under the EPC&F model (Engineering, Procurement, Construction & Financing). They clarify the role of the PMOC (Project Management Office & Coordination) in coordinating studies, allocating technical, financial and operational responsibilities, and monitoring programme implementation.

10Initial funding and EPC&F studies

Depending on the contract, initial funding of up to 10% is envisaged within an indicative period of 30 calendar days after the contractual conditions have been effectively fulfilled. It supports the studies and preparation of implementation and disbursement plans.

The timing of the initial funding and the percentage of the first disbursement are specified in the financing agreement.
